III. Actively promote the adjustment of industrial structure All regions and departments must formulate concrete measures to support the environmental protection and energy-saving transformation of fire-resistant clay and fluorite enterprises, promote new technologies, new processes with high efficiency, low energy consumption, and environmental protection, and promote industrial restructuring. The Ministry of Industry and Information Technology shall work with relevant departments to formulate standards for access to the refractory clay and fluorspar industry, and strictly meet the requirements for scale, technology, energy conservation, consumption reduction and environmental protection, and eliminate backward production capacity. All regions must strictly follow entry conditions to strengthen access management, prevent blind investment, and eliminate outdated production capacities with low technological levels and serious pollution in accordance with the prescribed deadlines. 4. 6. Strengthen environmental protection supervision Each local environmental protection department shall formulate laws and regulations concerning environmental protection for strengthening fire-resistant clay and fluorspar, incorporate fire-resistant clay and fluorspar related enterprises into the list of key monitoring companies, further strengthen law enforcement, and increase the exploitation of fire-resistant clay and fluorite. The supervision, inspection, and evaluation of the environmental protection status of production enterprises, the strengthening of the supervision of tailings disposal, and the timely reporting of relevant supervision and inspection to the environmental protection departments of higher levels of government. VII.
